  • GUIDELINES FOR IMPLEMENTATION OF ZERO DUTY RATE ON SOME BASIC FOOD ITEMS

GUIDELINES FOR IMPLEMENTATION OF ZERO DUTY RATE ON SOME BASIC FOOD ITEMS

    1. Drawing from the Presidential directives aimed at alleviating the hardship faced by Nigerians due to high prices of essential food items, the Nigeria Customs Service (NCS) is pleased to announce that His Excellency, the President of the Federal Republic of Nigeria Bola Ahmed Tinubu GCFR through the Honourable Minister of Finance and the Coordinating Minister of the Economy, Olawale Edun has approved the regulation for the implementation of a Zero Percent Duty Rate (0%) and Value Added Tax (VAT) exemption on selected basic food items. This policy is effective from 15th July 2024 and will remain in force until 31st December 2024.

    2. This measure aims to mitigate the high cost of food items in the Nigerian market by making essential commodities more affordable for citizens. The initiative is part of the government’s broader efforts to address food security challenges and ensure that basic foodstuffs are accessible to all Nigerians. However, it is important to emphasise that while this temporary measure is intended to address current hardships, it does not undermine the long-term strategies put in place to safeguard local Farmers and protect Manufacturers.

    3. It is pertinent to note that the implementation of this policy will focus on addressing the national supply gap. To participate in the zero-duty importation of basic food items, a company must be incorporated in Nigeria and have been operational for at least five years. It must have filed annual returns and financial statements and paid taxes and statutory payroll obligations for the past five years. Companies importing husked brown rice, grain sorghum, or millet need to own a milling plant with a capacity of at least 100 tons per day, operated for at least four years, and have enough farmland for cultivation. Those importing maize, wheat, or beans must be agricultural companies with sufficient farmland or feed mills/agro-processing companies with an out-grower network for cultivation.

    4. The basic food items eligible for the zero percent duty rate are as follows:

S/N Item Description ECOWAS CET H.S. Code Previous Duty Rate + Levy New Duty Rate

    I. Husked Brown Rice 1006.20.00.00 30% 0%

    II. Grain Sorghum – Other 1007.90.00.00 5% 0%

    III. Millet – Other 1008.29.00.00 5% 0%

    IV. Maize – Other 1005.90.00.00 5% 0%

    V. Wheat – Other 1001.19.00.00 20% 0%

    VI. Beans 0713.31.90.00 20% 0%

    5. The Federal Ministry of Finance will periodically provide the NCS with a list of importers and their approved quotas to facilitate the importation of these basic food items within the framework of this policy. The policy requires that at least 75% of imported items be sold through recognised commodities exchanges, with all transactions and storage recorded. Companies must keep comprehensive records of all related activities, which the government can request for compliance verification. If a company fails to meet its obligations under the import authorisation, it will lose all waivers and must pay the applicable VAT, levies, and import duties. This penalty also applies if the company exports the imported items in their original or processed form outside Nigeria.

    6. The Nigeria Customs Service, under the leadership of Comptroller General of Customs, Bashir Adewale Adeniyi MFR, remains committed to supporting government policies to enhance food security and promote economic stability. The Service urges all stakeholders to cooperate fully in implementing this initiative for the benefit of all Nigerians.

  • Sack Non-performing Ministers, Officials, Yoruba Youths Tell Tinubu’s Administration

Sack Non-performing Ministers, Officials, Yoruba Youths Tell Tinubu’s Administration

The Yoruba Afenifere Youth Organisation of Nigeria (YAYON) has called for the removal of underperforming ministers and government officials hindering the progress of President Bola Ahmed Tinubu’s administration.

At a meeting in Lagos, YAYON members from across the South West Zone, including Edo, Delta, Kwara, and Kogi, expressed support for President Tinubu’s efforts to address the country’s challenges.

The group under the leadership of Comrade Eric Oluwole acknowledged the current economic hardship as a legacy of the previous administration and accumulated problems over the years.

Oluwole equally commended President Tinubu’s measures to tackle these issues and expressed confidence in his leadership.

YAYON warned those with hidden agendas and personal interests to desist from sabotaging the administration, citing recent protests where some individuals waved Russian flags on Nigerian soil.

Oluwole, urged Nigerians to remain patient and continue supporting President Tinubu’s administration, emphasizing the need for collective effort to restore national pride and revitalize the economy.

    According to the points raised at the meeting;

    1. The Yoruba youths observed at the meeting that some Ministers and other Government officials are not performing, but drawing back the record of successes of Mr. President.

    2. We are compiling the list of these Ministers and officials, and we will recommend that they be fired from their offices soonest.

    3. We members of the YAYON drawn from all the states in the South West Zone of Nigeria, Edo, Delta, Kwara and Kogi States begs Nigerians to exercise little patience by continuing support the administration of His Excellency, Asiwaju Bola Ahmed Tinubu GCFR.

    4. Nigerians can remember that the immediate former President, His Excellency, Alhaji Muhammadu Buhari, GCFR., received a lot of support from the southerners led by the incumbent President, during his eight-year rule.

    5. We appreciate the fact that the hardship being experienced in the country is a carry-over from the immediate past administration, arising from problems which had accumulated over the years under successive administrations. The present government only inherited the problem, which it has been trying to tackle.

    6. We are confident that the measures taken so far, and being introduced by this Gvernment to address the inherited problems will yield desirable return in the long run to revitalise the Nigerian economy, and turn our Country once again to a pride of all citizens.

    7. We also observed that since he assumed office on May 29, last year, Mr. President has been facing a lot of challenges, and that some elements in his Government are collaborating with saboteurs to jeopardize his government, especially the economic situation in Nigeria. We cannot forget the recent protest where we saw some presumed protesters in the North waved the Russian flags on Nigerian soil. We think that this is a signal against the Government and People of this Country.

    8. We resolved that the Yoruba Youths cannot wait to move. Mr President is a human being like us and he cannot see Nigeria going backwards.

    9. We warned this group of people, and any others in the President Tinubu Administration who have a hidden agenda to take Nigeria backwards because of their personal interest, to desist.

It’s Too Early To Protest Against Tinubu’s Govt – OGYASD Tells Nigerians

…tells FG To Address the yearnings of Nigeria to advert planned protest

The Ogun Youth Advocate for Social Development (OGYASD) has called on President Bola Tinubu to urgently address the grievances of Nigerians to prevent a planned nationwide protest.

The group’s president, Comrade Oluseyi Alamu, made the appeal in a statement issued in Abeokuta over the weekend, stressing the need  for dialogue between the government and potential protesters.

Alamu noted that every Nigerian has the right to protest and freely express themselves, adding that such rights must not be suppressed.

“The right to protest and express oneself is a fundamental human right, and we urge President Tinubu to engage in constructive dialogue with those planning the protest to address their concerns.

“We understand that the country has been damaged by previous governments, and it’s unrealistic to expect President Tinubu to repair it in just one year. However, suppressing the voices of protesters is not the solution.

Alamu also appealed to the protesters to consider the potential consequences of their actions, saying that the protest may snowball into chaos.

“We urge those planning the protests to sheath their swords and give dialogue a chance. Destruction of property and disruption of peace will only exacerbate the already challenging situation in the country.”

He added, “We believe that President Tinubu has the capacity to address the grievances of Nigerians, and we urge him to do so promptly. Let us work together to build a better Nigeria for all.”
